Register for our events on digital regulation!
At the 2026 edition of the French Internal Governance Forum (FGI), Renaissance Numérique will co-coordinate, alongside the CNRS and the CIS, the session entitled “Simplifying the European digital acquis: are good intentions enough?”.
Through the Brussels effect, the European Union has demonstrated its ability to shape global digital standards. However, the current framework meets the reality on the ground: a proliferation of overlapping texts, diverse stakeholders, and scale challenges in applying the rules. So, how can we simplify the framework, and what are the limits of this approach? Whilst simplification has become essential, regulation is just as vital. One must not replace the other. Does the Digital Omnibus Directive rise to the challenge?
To discuss this topic, Guillaume Morat, a lawyer and member of Renaissance Numérique, will lead this session alongside Florence Gaullier (Cabinet Vercken & Gaullier), Anissa Kemiche (Numeum) et Julien Rossi (University of Paris 8 // NetGouv working group).

The think tank is also a partner in the conference entitled “From the GDPR to the employment tribunal: the right of access as a means of evidence?”, organised by Hogan Lovells Cadwalader.
Designed as a tool for data control in the interests of data subjects, the right of access enshrined in Article 15 of the GDPR has become a weapon in litigation. This symposium will examine the practices and recommendations of the CNIL, the decisions of the labour tribunals, and the case law of the Council of State and the Court of Cassation regarding the relationship between the GDPR’s right of access and the right to evidence in legal proceedings. Experts in the field will compare their analyses to propose concrete ways of reconciling these two requirements.
The programme:
- Introduction: A European right, diverse legal cultures, multiple regulators, with Etienne Drouard (Hogan Lovells Cadwalader and member of the Executive Board of Renaissance Numérique)
- The surge in requests and costs: the perspective of the HR Director and the DPO, with Florence Gaullier (AFCDP)
- Administrative and judicial approaches to the right of access in France, with Eric Delisle (CNIL) and Vincent Rebeyrol (avocat aux Conseils)
- European case law on the right of access: when each Member State is divided, so is the European Union
- Debate on the prospect of harmonisation at the French and European levels
