Ruben Narzul

Digital transformation specialist at the European Commission

Ruben Narzul is an independent consultant for the European Commission. Specialized in digital transformation and AI applied to the public sector, he notably co-authored a proposal for a regulation on interoperability (« Interoperable Europe Act ») and is currently working on its implementation.

From 2020 to 2023, Ruben was co-responsible for the European network of « CIOs » (27 DGs of European DINUMs), as well as for an annual €25M envelope under the DIGITAL program.

A former rapporteur for the Conseil National du Numérique, then freelance for Renaissance Numérique, he has taken a particular interest in the digital transformation of universities (2016) and public action (2017), but also issues around digital accessibility (2019), cybersecurity and payment methods (2020). He was in support of the « data and competition » working group as part of the États généraux des nouvelles régulations numériques (2018-2019), and a rapporteur seconded to the cabinet of the Secretary of State for Digital Affairs to draw up an action plan in favor of startups (2018).

Ruben holds a double master’s degree in political science and European affairs (Institut d’Etudes Politiques de Grenoble / University of Kent at Canterbury).
