Raphaël Maurel

Full Professor of Public Law at Université Bourgogne Europe

Raphaël Maurel is a Full Professor of Public Law at Université Bourgogne Europe, a member of CREDIMI (Research Centre for International Market and Investment Law), Director of the Guy Coquille Faculty of Law in Nevers (a branch of the UFR DSEP in Dijon), and a member of the Institut universitaire de France.

A specialist in public international law, he is President of the Réseau francophone de droit international and an associate member of CEDIN at Université Paris Nanterre. The author of numerous articles and books on international law, his research also focuses on digital ethics and law. Following several research projects on law and ethics in relation to social media, crypto-assets, and artificial intelligence, he has held, since 2024, the Chair for the Ethical and Legal Regulation of Quantum Technologies at the Institut universitaire de France. In this capacity, he is Director of CevoteQ (Centre for the Study of Developments in Quantum Technologies), Director of the Digital Ethics Department at the Observatoire de l’éthique publique, an associate member of GEODE, and a member of Renaissance numérique.
