Synthesis of the webinar of 23 June 2025

On Monday, June 23, 2025, Renaissance Numérique organized a webinar in the presence of representatives from Arcom, CNIL, Arcep, DGE, DGCCRF, as well as Jean-Luc Sauron, the main author of the note. The exchange focused on the 10 proposals outlined in the note « For an Effective Interregulation in the Digital Sphere ».

Webinar context

In a note entitled « EU Digital Policy: the Time Has Come to Connect the Dots », published in November 2024, Renaissance Numérique highlighted the challenges of coordinating regulations aimed at governing digital technologies and uses. In line with these reflections, the think tank published a note entitled « For an Effective Interregulation in the Digital Sphere » in May 2025.

This report presents the evolution of European digital regulation since the advent of the General Data Protection Regulation (GDPR) and questions the state of interregulation in France. Renaissance Numérique concludes that digital regulation can no longer rely on the drivers that made the GDPR relatively successful. It now requires a more complex and coordinated model. To preserve Europe’s regulatory ambitions in the face of growing international pressure for deregulation and ensure effective and transparent implementation for all stakeholders, the think tank has formulated 10 proposals.

To discuss this issue, Renaissance Numérique organised a webinar on 23 June, attended by :

  • Jeremy Bonan, Deputy Director of Online Platforms at the French Regulatory Authority for Audiovisual, and Digital Communication (Arcom).
  • Thomas Dautieu, Director of Legal Support, National Commission for Information Technology and Civil Liberties (CNIL).
  • Rodolphe Le Ruyet, Technical Adviser to the President, Electronic Communications, Postal Services, and Press Distribution Regulatory Authority (Arcep).
  • Chantal Rubin, Head of the Digital Platforms Regulation Division, Directorate-General for Enterprises (DGE).
  • Jean-Luc Sauron, senior civil servant and principal author of the memorandum, member of the Board of Directors of Renaissance Numérique.
  • Rémi Stefanini, Delegate for Digital Transition, Directorate-General for Competition, Consumer Affairs and Fraud Control (DGCCRF).

They each shared their perspectives and feedback, particularly on ways to ensure effective interregulation at both the national and European levels. This summary outlines their discussions.

Promote digital acculturation among political leaders in France and Europe.

Facilitate the retrieving of information from the various authorities’s and administrations’ investigation procedures.

Launch a single national platform for reporting incidents related to the application of the digital regulatory package.

Move beyond informational coordination towards operational collaboration between authorities and administrations involved in interregulation.

Stabilise the organisational « cosmogony » of digital regulation.
