What governance for a responsible artificial intelligence?

Every year, the Internet Governance Forum, of which Renaissance Numérique is a partner, brings together numerous stakeholders to engage in dialogue on Internet governance.
For the 2025 edition, Jean-François Lucas participated in the opening plenary session entitled « What kind of governance for responsible artificial intelligence? » alongside Mathieu Delemme (CTRL-A), Axel Mamou-Mani (Rainer School), Gaëlle Picard-Abezisqui (Gallëan), and Emmanuelle Roux (IGN). During this discussion, Jean-François mentioned two main reports that the think tank produced this year on artificial intelligence :
- the report « Developing AI literacy for an inclusive and empowering society » (october 2025)
- the report « AI Governance: Empowering Civil Society » (february 2025)
Jean-François Lucas emphasised the tension that motivated the Renaissance Numérique working group to focus on the issue of AI literacy, namely the massive spread and acceleration of the use of generative artificial intelligence in the face of nearly 16 million people who have difficulty with digital technology. After presenting the various chapters of the report, he first discussed « individual levers » (echoing the speakers’ comments on the importance of words when talking about artificial intelligence) before presenting three « collective levers » for deploying AI literacy :
- Proposal 5 : Strengthening digital and AI education throughout initial training
- Proposal 6 : Organise a national conference on digital technology and AI for education and training
- Proposal 7 : Share a skills framework at the national level
